The busiest airports in the state are Philadelphia International Airport and Pittsburgh International Airport, and these serve the two biggest cities in the region, however you may find that you arrive at one of the slightly smaller airports, such as Harrisburg International Airport, Erie International Airport, or even the tiny State College Airport, which is owned by the Pennsylvania State University. Luckily, you can hire a car at any of these; in fact, if you arrive in Philadelphia via railroad, you can even hire one at Philadelphia 30th Street station.
